2025 framework update: NBA introduced the new SAR format aligned to GAPC v4.0 (Washington Accord 2021 Review). Why most OBE implementations fail

Most engineering institutions in India treat OBE as a documentation exercise — writing COs in syllabi, drawing CO-PO matrices in Excel, calculating attainment in spreadsheets a week before the NBA peer team visit. This produces theatre, not OBE.
