We were invited to a meeting at a university in Gujarat. Twenty people in the room — the Vice Chancellor, Registrar, all Deans, IQAC Coordinator, Heads of Department. The agenda: why their NIRF rank was so low.
The VC opened the meeting with a list of achievements. New research centre inaugurated. Faculty strength increased by 15%. Three MoUs with international universities signed. Placement rate at an all-time high. Student satisfaction scores up.
Then he turned to us and asked: "With all this, why are we ranked where we are?"
We asked one question in return: "How much of what you just described is visible in your NIRF data?"
Silence.
Nobody in that room had ever compared what the institution was actually doing against what the NIRF portal showed. They assumed the two were the same. They weren't.
The gap nobody checks
Every institution has two versions of itself. One is the institution as it exists — the faculty who teach, the research that happens, the students who graduate, the money that's spent. This is real. This is what the management sees every day.
The other is the institution as it appears in data — the numbers submitted to NIRF, the publications indexed in databases, the financial figures classified under specific heads, the outcomes reported in the portal. This is what NIRF sees.
At most institutions, these two versions don't match.
Not because anyone is dishonest. But because the people who run the institution and the people who fill the portal operate in different worlds. The VC knows the institution intimately. The data entry person knows the portal format. Nobody has mapped one to the other.
The institution lives in reality. The rank lives in data. When the two diverge, the rank always wins — because NIRF doesn't visit your campus. It reads your numbers.
How strong institutions produce weak data
It happens the same way at almost every institution we work with.
The NIRF deadline approaches. The IQAC coordinator — already managing NAAC preparation, NBA documentation, and a dozen other responsibilities — is asked to "fill the NIRF portal." They have a week. Sometimes less.
They call the accounts department for financial data. The accounts department sends what they have — in their format, with their classifications, based on their chart of accounts. Whether those classifications match what NIRF expects is nobody's concern in that moment.
They call HR for faculty data. HR sends the payroll list. Whether every name on that list qualifies as faculty under NIRF's definition is a question nobody has time to ask.
They call the placement cell for graduate outcomes. The placement cell sends the campus placement report. What happened to the students who weren't placed on campus? Nobody knows, because nobody tracked it.
They call the research cell for publication data. But NIRF doesn't use what the research cell sends — it pulls from third-party databases independently. Whether those databases attribute the publications correctly to the institution is a question the research cell has never considered.
Each department provides what they have. The IQAC coordinator assembles it. The portal is filled. The data goes to NIRF.
And the institution that spends crores, employs hundreds, and educates thousands looks — in the data — like a fraction of what it actually is.
The internal reporting problem
Here's what makes this worse. Most institutional leaders rely on internal reports to judge their institution's performance. The annual report. The placement brochure. The research summary. The accounts statement.
These reports are designed for stakeholders — UGC, management boards, parents, prospective students. They're designed to present the institution in its best light. They aggregate. They highlight. They frame.
NIRF doesn't read your annual report. It reads raw numbers — disaggregated, year-wise, category-wise, department-wise. It runs those numbers through formulas that weight different things differently. And it compares your numbers against every other institution in your category.
The annual report says "our research output increased by 40%." NIRF asks: "How many of those publications are indexed in the databases we check? Under which institutional name? In which quality bracket?"
The placement brochure says "92% placement rate." NIRF asks different questions — about dimensions of graduate outcomes that placement cells don't track.
The internal report and the NIRF scorecard answer different questions. And the gap between them is where ranks are lost.
Your annual report tells the story you want to tell. NIRF tells the story your data tells. They're rarely the same story.
Why this is getting harder to ignore
Three years ago, an institution could get away with approximate NIRF data. The verification was light. The cross-referencing was minimal. A rough submission was good enough to get a rough rank.
That window is closing.
NIRF is tightening data verification. NAAC is cross-referencing submissions across frameworks. The government is building a unified data infrastructure. Publication databases are getting stricter about institutional attribution.
Institutions that have been filling the portal casually for years are going to face a reckoning. The data they submitted will be compared against other data they submitted — to other frameworks, to other agencies, to other databases. Inconsistencies that were invisible before will become visible.
The institutions that prepared for this — by understanding their data gaps and fixing them proactively — will be fine. The ones that didn't will spend the next two years explaining why their numbers don't match.
The question that matters
We've heard every version of the question: "Why is our rank so low?" "What should we invest in?" "Should we hire a consultant?" "Should we change our IQAC coordinator?"
None of these are the right first question.
The right first question is: "Does our NIRF data accurately represent our institution?"
If the answer is yes — and the rank is still low — then the institution has a genuine performance gap. That requires strategic investment over time.
If the answer is no — and it usually is — then the institution has a data gap. That's a different problem entirely. And it's one that can be addressed much faster than most people think — but only if someone identifies exactly where the data falls short.
