MBGL stands for Maturity-Based Graded Levels. It is the National Assessment and Accreditation Council's post-2025 accreditation framework that classifies institutions into five progressive maturity levels — from Level 1 (Basic) to Level 5 (Institutions of Global Excellence). MBGL was announced by NAAC on February 10, 2025, alongside the Binary Accreditation Framework, replacing the legacy CGPA-based grading system (A++, A+, A, B, C).
Why MBGL replaced CGPA grading
The CGPA-based system gave institutions a static snapshot grade (A++, A+, A, B, C) but didn't track institutional growth over time. Two institutions with the same A grade could be on completely different growth trajectories. MBGL was designed to show the maturity journey, not just a snapshot. It also supports NAAC's broader 2025 reforms aimed at restoring accreditation credibility post the Dr. Radhakrishnan Committee recommendations.
The 5 MBGL Levels
Level 1 — Basic: Meets minimum institutional requirements. Level 2 — Developing: Demonstrating progress and system strengthening. Level 3 — Established: Stable practices with consistent performance. Level 4 — Advanced: Innovation leadership with national presence. Level 5 — Institutions of Global Excellence: International standards with global impact and worldwide recognition.
How each Level is assessed
Assessment intensity scales with the Level being sought. Levels 1-2 use fully digital assessment. Level 3 uses hybrid assessment (digital plus sample physical verification). Levels 4-5 require comprehensive review with on-site validation and expert interaction. The differentiation reflects the higher claims being made — Level 5 institutions claim global excellence, which requires deeper verification than Level 1's minimum-compliance claims.
MBGL vs Binary Accreditation
These are two parts of NAAC's post-2025 framework, not alternatives. Binary Accreditation is the entry-level yes/no check — institutions are either Accredited or Not Accredited. MBGL is the optional next step institutions opt into after Binary, placing them on the maturity ladder from Level 1 to 5. An institution can stay at Binary status without moving to MBGL, or it can pursue MBGL Level 1 immediately and progress upward over years.
Validity and progression
Each MBGL Level is valid for 3 years, after which institutions must reapply and demonstrate they've maintained or improved their maturity. Institutions can move up Levels by demonstrating growth in subsequent assessments. High-performing institutions with strong RAF (Revised Accreditation Framework) data may skip the Binary stage entirely and apply directly for MBGL assessment, with their RAF data recalibrated under the new evaluation matrix.
