I. School Education
Vision: To provide holistic, inclusive, and flexible learning from early childhood to Grade 12.
Key Targets:
- Early Childhood Care and Education (ECCE): Universal access to quality ECCE for children aged 3-6. New National Curriculum Framework for foundational learning.
- 5+3+3+4 Structure: Foundational Stage (Ages 3-8): Play-based learning. Preparatory Stage (Ages 8-11): Interactive classroom learning. Middle Stage (Ages 11-14): Experiential and critical thinking focus. Secondary Stage (Ages 14-18): Multidisciplinary studies and flexibility.
- Literacy and Numeracy: Goal of 100% foundational literacy and numeracy by Grade 3 by 2025. Launch of a National Mission for foundational skills.
- Curriculum Reform: Focus on critical thinking and reduced rote learning. Introduction of coding and vocational skills from Grade 6.
- Assessment Reform: Shift to competency-based assessments. Board exams to test core concepts and practical knowledge.
- Vocational Education: Exposure to vocational skills for 50% of students by 2025. On-the-job training and internships from Grade 6.
II. Higher Education
Vision: To make Indian higher education globally competitive, multidisciplinary, and research-driven.
Key Targets:
- Gross Enrollment Ratio (GER): Increase GER from 26.3% to 50% by 2035.
- Multidisciplinary Education: All colleges and universities to become multidisciplinary by 2040. Students can exit and re-enter courses with an Academic Bank of Credits.
- Research Development: Establishment of the National Research Foundation (NRF) to promote research and innovation.
- Higher Education Commission of India (HECI): A single regulatory body for accreditation, funding, and quality standards.
- Phasing Out Affiliations: Colleges to gain autonomy and offer degrees independently.
- Vocational Training: Integration of vocational education at the higher education level.
- Online and Digital Learning: Strengthen Online and Open-Distance Learning (ODL) platforms. Use of AI and emerging technologies in education through the National Educational Technology Forum (NETF).
